Mike Hartley is a Vice President at Sowinski Sullivan. Mike has experience as a project manager and estimator with a commercial site work contractor and several years of in-field construction experience that includes cost estimating and construction management for govern­ment, commercial, industrial, insti­tutional, and residential construction projects.

At Sowinski Sullivan, he leverages his extensive experience in planning, design, and construction management to provide conceptual design and development services to an assortment of public agencies. He facilitates projects using a team-oriented approach, providing concise and effective communication and project-specific documents, plus meticulous follow-through and public outreach. He is attentive to detail and has the ability to foresee problems well before they can occur. His high level of professionalism and responsive performance with team members greatly benefit his many transportation clients, such as PennDOT, BARTA, COLTS, Lebanon Transit, New Castle Area Transit Authority, Butler Transit Authority, Cambria County Transportation Authority, Lancaster Parking Authority, Mount Joy Borough, Red Rose Transit Authority, the Capital District in Albany, and more.
